Refried beans, canned

Batter
  1. Pour water into mixing bowl; add cornbread mix and spices.
  2. Blend with whisk until smooth and set aside.
Filling
  1. Brown ground beef in large skillet; add bell peppers, onions and spices.
  2. Cook until onions are transparent, drain and return to skillet.
  3. Add salsa, water and refried beans; cook approx. 5 minutes.
Assembly
  1. Spread 6 lb 13 oz meat mixture into each of 4 greased or parchment-lined pans.
  2. Sprinkle 9 oz cheese over meat mixture in each pan and 2 lb 5 oz cornbread batter over top of cheese.
  3. Bake as directed below until golden brown or when knife inserted in center comes out clean. Serve warm.
