Thaw pot pie dough, covered, at room temp. 15-30 minutes until flexible or refrigerate overnight.
Pour 3 cups (1 lb 8 oz) chicken stock into a food processor or blender; add in onions, peppers, celery, butter, brown gravy mix, garlic, Cajun seasoning, Worcestershire sauce, and Old Bay seasoning.
Blend on high for 30 seconds, then add instant mashed potatoes and pulse until incorporated.
Transfer mixture to a large saucepan; whisk in the remaining 3 cups of chicken stock.
Bring to a simmer over medium-low heat and hold for 3 minutes; remove from heat and cool completely.
Add shrimp, rice, green onions, and parsley to a large bowl; fold in Etouffee Sauce until fully incorporated.
Spray 12 pie tins, measuring 6-inch diameter and 1-inch deep, with pan spray; place on a full-sized sheet pan.
