Filling
  1. Cook onions in olive oil, in skillet over medium heat, stirring frequently, until softened, about 10 minutes.
  2. Add garlic, cumin and oregano. Continue cooking for 1 minute, stirring frequently.
  3. Add ground beef and cook through until no longer pink.
  4. Add raisins, olives, tomatoes, salt and pepper.
  5. Cook until mixture is reduced, but still moist, and mixture has reached a temperature of 165°F, about 5 minutes.
  6. Fold in chopped eggs and remove from heat.
  7. Set aside and keep warm.
Dough
  1. Mix biscuit mix, water and garlic salt in large mixing bowl according to box directions, until a soft dough is formed.
  2. Roll dough on lightly flour work surface to reach 1/8-inch thickness.
  3. Cut dough into discs using a 4-inch round cutter. Brush each circle with egg wash around the edges.
  4. Deposit 1 Tbsp of empanada filling onto each disc. Fold disc into half moons and crimp edges to seal.
  5. Brush empanadas with egg wash before baking.
